Halifax County government today announced that Emergency Services Director Phil Ricks will retire effective January 1 and that Deputy County Manager C. Renee Perry resigned effective today to take the job as Vance County manager.

Ricks

Ricks has served Halifax County since 1999 when the Halifax EMS Authority dissolved and became a department of Halifax County government. 

Emergency services comprises four divisions: EMS, Central Communications, emergency management, and fire marshal services.

County Manager Dia Denton commended Ricks on “his outstanding service” and said, “Phil has served Halifax County well for nearly 25 years. His high standards and commitment to excellence make Halifax County Emergency Services a well-respected agency throughout North Carolina. He is regularly consulted for his expertise by colleagues across the state, and he will be missed.”

Recruitment for a new emergency services director will open in the near future.

Perry

Prior to serving as deputy county manager, Perry served as Halifax County’s human resources management director, and was instrumental in updating the county’s long-outdated personnel policy. 

Upon her appointment to deputy county manager, Mrs. Perry was liaison to the departments of public health, social services, emergency services, human resources management, finance, tax, and Information technology services. 

“I will miss Renee’s leadership and expertise, particularly in matters related to personnel,” Denton said. “However, I am thrilled for her to become Vance County’s first female manager and excited to watch her grow in her new position.” 

Recruitment to fill the deputy county manager’s position will begin in the near future.
