Littleton area drug dealer sentenced on weapon by felon charge

A man arrested several times by the former City County Drug Task Force is now serving a 15- to 27-month prison sentence.

Halifax County Sheriff Wes Tripp confirmed in a statement Franklin Emanuel Phipps, 47, of the Summit community in the Littleton area was sentenced in Halifax County Superior Court on August 30.

He will serve three years of supervised probation following the completion of his sentence.

Tripp said the active sentence was a result of a drug investigation by what was the City County Drug Task Force in October of 2016.  

The active sentence was a guilty plea for possession of firearm by felon and the three years of supervised probation was for two counts each of possession of cocaine and possession of drug paraphernalia.

Agents executed three search warrants at his home on Summit Road — once in October of 2016, and again in January and November of last year.

In the sheriff’s statement and in previous accounts of raids at his house Phipps was described as an apparent large supplier of cocaine in the Littleton community.  

During the raids Phipps was arrested each time and charged with gun and drug violations.

In October of 2016 he was charged with trafficking in cocaine, possession with intent to sell/deliver cocaine, felony possession of cocaine, maintaining a vehicle/dwelling for a controlled substance, possession of drug paraphernalia and possession of firearm by felon

On January of last year he was charged with trafficking in cocaine, possession with intent to sell/deliver cocaine, felony possession of cocaine, maintaining a dwelling for a controlled substance, possession of drug paraphernalia, possession of marijuana up to one-half ounce and firearm by felon

Last November he was charged with trafficking in cocaine, possession with intent to sell/deliver cocaine, felony possession of cocaine, maintaining a vehicle/dwelling for a controlled substance, possession of drug paraphernalia and resisting a public officer

Over the course of the three raids agents seized 80.3 grams of cocaine, 88 grams of crack cocaine, 0.70 grams of marijuana and three guns.

Asked for comment beyond the statement, the sheriff said, “Not only are cases like this frustrating for the public, they are frustrating for law enforcement. How many times does an individual have to get arrested before someone takes notice?”

Tripp said, however, “We will continue to do our jobs and arrest individuals such as these.”

He said in the statement narcotics agents of the Halifax County Sheriff’s Office continue to follow up on the Phipps residence and other drug activity in the Littleton area.

Burglary arrest

On September 2, deputies responded to a residence in the Shields Commissary Road area of Scotland Neck in reference to a burglary.

Chief Deputy Scott Hall said the victim awoke to a loud noise inside her residence during the night hours, and located a man standing inside her kitchen.

The victim advised the suspect ran upon seeing her and nothing was stolen.

Through investigation by Detective R.B. Biggerstaff, warrants were obtained on Jeffery Walter Lloyd, 34, of Scotland Neck.

Lloyd was arrested Tuesday and charged with first-degree burglary, injury to real property and injury to personal property.

Biggerstaff was assisted by Sergeant E.M. Carroll and Corporal S. Stansberry during the investigation.

Lloyd received a $10,000 secured bond and a first appearance set for October 17.
