Council OKs vehicle purchase package

A scaled-back vehicle purchasing package through installment financing passed by a 4-1 vote during a Roanoke Rapids City Council meeting this evening.

With Councilwoman Carol Cowen voting against both the purchase of the vehicles and a budget amendment to account for the transaction, council approved the purchase of 11 vehicles rather than 15.

One vehicle included in the original proposal, a new trash truck, was approved for purchase last month by using fund balance, along with addressing other city maintenance needs.

Approved in the financing package were the following vehicles:

• An Expedition for the fire department at $28,693, which includes the cost to outfit.

• Six Dodge Chargers for the police department — four marked and two unmarked — at $150,710, which also includes the cost to outfit.

• Two street department F-150 four-wheel drive Super Cabs with a trailer-towing package at $49,434.

• One property maintenance F-250 four-wheel drive with a trailer-towing package at $27,848.

• One parks and recreation F-250 Crew Cab at $27,100, which includes the cost to outfit.

Total value approved is $283,785.

According to the action request form in this evening's city council agenda packet, First Citizens Bank submitted a proposal for a three-year term at 1.4 percent fixed interest with annual payment of $97,255.93.

Cowen said following the meeting she voted against the proposal because she felt like the city could have cut more on the purchase of police cars. “I want to make sure we're spending money wisely.”
