The Roanoke Rapids Police Department is looking for Oquevion Raheim Barnes who has outstanding warrants for first-degree statutory rape and second-degree kidnapping based on an investigation that began on April 25.
Chief Shane Guyant said the case involves the rape of a juvenile under 13.

Guyant said evidence suggested that Barnes, 21, of Roanoke Rapids had kidnapped and sexually assaulted the victim.
The police department has not been unable to locate him.
