Roanoke Rapids Police Chief Chuck Hasty said Officer Adam Salmon responded to investigate the complaint around 5 p.m.
Hasty said the victim, who is acquainted with Victor Larmen Ward, 25, told the officer the man had inappropriate contact with her. When she called for police, he fled.
Lieutenant C.L. Vaught assisted with investigation. Salmon located Ward walking down the street and detained him.
Vaught charged him with indecent liberties with a child.
Ward was jailed on $25,000 bond and given an August 9 court date.
Lieutenant Jeff Baggett and Officer Greg Colson assisted.
