Man sought, sister arrested for heroin trafficking

A man previously charged with heroin trafficking while also awaiting a court date in a 2014 shooting faces new trafficking counts and is currently being sought.

Captain A.M. Harris of the City County Drug Task Force said Kevin Lee-Andre Davis, 29, tends to frequent what is typically called the Airport Community where he lives off Airbase Road.

His sister, Synkel Shaniece Davis, 27, was charged today in the 11 a.m. raid.
The morning raid was based on citizen complaints of traffic coming in and out of the neighborhood at all hours of the day and night. Deputy Brittany Warren also submitted a report in the case as did Deputy Chief Scott Hall, Harris said.
The raid, carried out in the Airbase Road community outside Roanoke Rapids led to the seizure of 23 grams of heroin, which equates to about 10 bricks. There are 50 bindles in a brick, Harris said.
The raid, in which the Hazardous Entry and Arrest Team of the Halifax County Sheriff’s Office assisted, also led to the discovery of marijuana and paraphernalia.
Harris said investigation has been ongoing for several months and the brother and sister — Ms. Davis — who he described as a willing participant in the operation, had a customer base which stretched across the Roanoke Valley.
The captain declined comment when asked whether the Roanoke Rapids area was beginning to see a larger influx of trafficking-amount dealers.
Agent D.R. Radford arrested and charged Ms. Davis with trafficking in heroin, possession with the intent to manufacture sell and deliver heroin, felony possession of heroin, felony maintaining a dwelling for a controlled substance, possession of marijuana up to one-half ounce and possession of marijuana paraphernalia. Ms. Davis received a $10,000 bond with an August 24 court date.
Radford obtained warrants for the arrest of Mr. Davis on counts of trafficking in heroin, possession with the intent to manufacture sell and deliver heroin, felony possession of heroin and felony maintaining a dwelling for a controlled substance.
“The task force encourages Kevin Davis to turn himself in,” Harris said in a statement. “Citizens that may know the whereabouts of Davis should not approach him but call the Halifax County Central Communications non-emergency at 252 583-1991.”
It was not immediately clear this evening where a heroin trafficking case against Mr. Davis in January of 2015 stands in the court system.
He has an August 22 court date for discharging a weapon into occupied property and one on October 31 for the same charge. It was not immediately clear whether those charges are for the same matter or are related to the 2014 shooting on Carter Street.
The street value of the seized heroin is approximately $4,140, Harris said in the statement.
