The Roanoke Rapids Police Department reported the following, according to Chief Chuck Hasty:
On Friday at approximately 2 p.m., Officer H. Marshall responded to the police department to speak with a victim reporting unauthorized use of a bank card.
The victim reported their card was used without their authorization.
Marshall developed a suspect by reviewing surveillance video and warrants were obtained on Sara Rhean Webb, 30, of Roanoke Rapids, for identity theft.
On Sunday at approximately 12:30 p.m., Marshall located Webb in the 900 block of Roanoke Avenue and arrested and charged her with six counts of identity theft.
Webb received a $3,000 bond and December 5 court date.
On Friday at approximately 10:15 p.m., Officer M. Worrell responded to a disturbance at a business in the 1900 block of Roanoke Avenue.
The business owner reported Charles Otis Thomas, 38, of Gaston, reportedly damaged the door.
Thomas fled when Worrell attempted to speak with him but was caught after a short foot chase.
Narcotics and paraphernalia were found in Thomas’s possession during a subsequent search. Worrell arrested and charged Thomas with damage to property, resisting/delaying/obstructing an officer, possession of marijuana and possession of drug paraphernalia.
He received a $1,500 bond and November 16 court date.

On Saturday at approximately 9:15 p.m., Officer B. Council was investigating a suspicious vehicle in the 800 block of East Twelfth Street.
Narcotics and paraphernalia were found in possession of Curtis Bryant Richardson, 26, of Roanoke Rapids.
Council cited Richardson for possession of marijuana and possession of drug paraphernalia.
He was released until his November 9 court date.

On Saturday at approximately 10:30 p.m., Lieutenant P. Parks was investigating suspicious activity in the 1800 block of East Tenth Street.
Parks located narcotics on one person and while placing him in custody a second person fled.
Parks arrested and charged Andrew James Hester, 49, of Roanoke Rapids, with possession of heroin, possession of drug paraphernalia, resisting/delaying/obstructing an officer. An outstanding order for arrest for a probation violation was also served.
Hester received a $2,500 bond and November 7 court date.
The person who fled was identified as Michael Wayne Finch, 30, of Roanoke Rapids, and warrants were obtained.
