Authorities explore ties between stop, Rightmyer Dr. raid

Roanoke Rapids police and the City County Drug Task Force confirm a traffic stop at the intersection of East Tenth Street and Park Avenue Tuesday led to a search warrant execution on Rightmyer Drive later that evening.

One of the men charged in the traffic stop was also charged in the Rightmyer Drive raid. The police department and task force, however declined elaboration this morning on the alleged ties between Jermaine Jefferson, who was charged on outstanding warrants in a June shooting on Monroe Street, and Marc Anthony Solomon-Cartagena, who was charged on Rightmyer Drive.
The events which led to the search warrant execution on Rightmyer Drive began shortly after 3 p.m. when Agent D. Hundley conducted a traffic stop for a violation.
The driver of the vehicle, Erskine Marquelle Richardson, had an active Halifax County order for arrest.
The passenger,Jefferson, 26, of Roanoke Rapids, had a warrant for arrest for attempted murder, discharge a weapon into an occupied dwelling and an outstanding order for arrest for probation violation.
The attempted murder and discharge a weapon into an occupied dwelling counts were the result of an investigation conducted by Roanoke Rapids Investigator Gorton Williams on June 15. The victim reported Jefferson and Keyshaun Diarell Boswell shot at the victim while they were entering their residence in the 200 block of Monroe Street.
Boswell was arrested by the Halifax County Sheriff’s Office on July 18.
During the traffic stop Tuesday, Jefferson was found in possession of cocaine and marijuana. Hundley additionally charged Jefferson with possession of marijuana up to one-half ounce and possession of cocaine in addition to serving the Monroe Street warrants.
Richardson received a $2,000 bond with a September 19 for the outstanding order for arrest. Jefferson received a $1,004,000 bond. He has court dates on August 22 and 26 and September 28 for an array of charges ranging from DWI to armed robbery counts, according to state court records.
Agent Cory Dixon and Officer Natara Velazquez assisted.
Meanwhile, those events led to a search warrant service in the 400 block of Rightmyer Drive.
Hasty said at the scene Tuesday evening the earlier traffic stop played a part in the scenario on Rightmyer Drive where Solomon-Cartagena was arrested on marijuana counts.
Hasty said in a statement the search warrant was based on traffic movement, in which vehicles would stay a short time and then leave as well as other information gained throughout the day.
The search warrant was executed by task force agents and Roanoke Rapids Investigator Chris Babb shortly before 5:30 p.m.
During the search of the residence agents located a shotgun, a handgun, bulk currency, marijuana, a money counter, counterfeit currency and items of drug paraphernalia.
Captain A.M. Harris of the task force said there was no evidence to suggest Solomon-Cartagena was producing counterfeit money. He declined to say how much bogus money as well as bulk authentic currency was seized.
Hasty and Harris both confirmed the United States Secret Service would be investigating the fake money.
Harris said Solomon-Cartagena has been on task force radar in the past for marijuana and cocaine and a search warrant has been served on him previously when he lived in the Deer Run area. He is on active probation, Harris said.
Harris declined comment on the ties between Jefferson and Solomon-Cartagena.
Dixon arrested and charged Solomon-Cartagena, 26, of Roanoke Rapids, for possession with intent to sell and deliver marijuana, possessing marijuana more than one-half ounce but less than one and one-half ounce, possession of marijuana paraphernalia, maintaining a dwelling for a controlled substance, and felon in possession of firearm.
He received a $20,000 bond with a September 28 court date.
Dixon additionally obtained warrants on Jefferson for felon in possession of firearm.
Jefferson was served at the Halifax County Magistrate’s Office and was given a $5,000 bond and September 28 court date.
Investigation is ongoing.
