Mills wins Scotland Neck election

Incumbent Scotland Neck Mayor James Mills, who will be served an arrest warrant for failure to appear in court, was declared the winner in last Tuesday’s special election.

 

After canvassing by the Halifax County Board of Elections today, Mills was a 462 to 451 winner over challenger Raymond Watson.

Board of Elections Supervisor Kristin Smith the counting of provisional ballots gave Mills the victory.

Watson was the unofficial winner last week, collecting 448 votes to Mills’ 434.

Four votes reviewed through a sample audit gave Mills four additional votes.

Thursday at 5 p.m. is the deadline for protesting the election results.

While the state board of elections will look at the charges against Mills — two driving while license revoked counts — unless they are felony charges the body will most likely take no action, Smith said.

Scotland Neck Police Chief Joe Williams told rrspin.com earlier today Mills will be served an order for arrest Wednesday for failure to appear in court for a 2009 driving while license revoked charge.

Court records confirmed the order has been issued and town Police Chief Joe Williams confirmed he would serve the order Wednesday.

Mills is also scheduled to appear in court on May 6 for a driving while license revoked charge in Edgecombe County, according to court records.

Both times Mills gave troopers a Rocky Mount address and used the names James Edward Mills instead of James E. Mills Sr. which he uses in his official duties as mayor.

The warrant that will be served to Mills Wednesday is for failure to appear in court last July for a ticket he received in Halifax County.
