Lieutenant Joseph Sealey of the Halifax County Sheriff's Office said the men sustained serious, but not life-threatening injuries.
One was shot in the buttocks while the other was grazed at the top of his foot from a shot fired from a handgun.
The matter occurred shortly after 11:15 p.m.
It was not clear what was said to the victims, Sealey said, or what prompted the men to shoot.
Sealey said the victims described the suspects as black males, one wearing a black hooded jacket and the other wearing a floppy fishing hat, commonly called a bucket hat. They supposedly had northern accents.
