  1. A Zoning Map Amendment (rezoning) request from Rural Healthcare Group Inc, (applicant and property owner) to rezone 15-acres of undeveloped property with approximately 842 +/- feet of frontage along Old Farm Rd S. from B-4, Commercial District, to B-3, Commercial District. The property is identified as Halifax County parcel 1203756 and is located within City Limits. The requested B-3 zone is designed to accommodate multi-family, office & clerical research services, and other uses that primarily fall within the Section 151-149 in the Table of Permissible Uses.

PUBLIC HEARING NOTICE

Notice is hereby given that the Roanoke Rapids City Council will hold a public hearing on Tuesday, February 21st, 2023, at 6:00 p.m. at the Lloyd Andrews City Meeting Hall located at 700 Jackson Street to hear the following item(s) and provide a recommendation to City Council.

  1. A Special Use Permit request from Carolyn Gore (Applicant & Property Owner) for a daycare/nursery use to be located at 428 Charlotte Street, Roanoke Rapids, NC 27870 Currently, the business is licensed and zoned for a total of (8) eight children, and hours of operation are Monday-Friday from 6:30 AM to 6:30 PM. A special use permit is required for a nursery or daycare classification. The request is for the same property to be licensed and zoned to accommodate a total of (12) twelve children under Mama G’s Nursery.  Operating hours will be Monday-Friday from 7:30 AM to 5:30 PM.

The decision to determine if the project meets the standards is quasi-judicial and subject to procedural due process requirements. Once an applicant makes the showing that the standards have been met, the burden shifts to those who oppose the special use permit issuance to present countervailing substantial, competent, and material evidence that the standards would not be met. When there is substantial evidence on both sides, the City Council makes its determination as to which is correct when making its final decision.

The City of Roanoke Rapids will provide reasonable accommodations and services for any qualified disabled person interested in attending these meetings.  To request the above, you may call the Planning and Development Office at (252) 533-2844 no later than three (3) days prior to the date of the meeting.
