Two shootings have occurred at a residence located at 56 Madison Street within 24 hours of another, according to Roanoke Rapids Police Chief Shane Guyant.

In the last shooting, which occurred around 9:30 Tuesday night, two people sitting on the porch were struck. Both are in stable condition and both were uncooperative with police, Guyant said.

Lieutenant Morgan Worrell said there have been six calls within the past three weeks to the residence that include threats of shootings or actual shootings. They include shooting into an occupied dwelling or shots fired. She said these matters are possibly tied to local gang activity. 

The first shooting occurred Monday around noon when a person described as a Black male in an orange shirt shot towards Preston Street from the yard of 56 Madison. The shots struck a passing vehicle and two residences further down Madison past Preston Street.

This shooting was still under investigation when the Tuesday shooting occurred. “The police department has received absolutely no cooperation from the residents at 56 Madison Street as part of the Monday shooting incident,” Guyant said. “They were extremely uncooperative.”  

The police department executed a search warrant search of the residence Monday and did find ammunition and firearm magazines. The magazines were found inside of a baby carrier.  

No weapon was located. At the time of the search warrant execution there were several small children inside. “All of the residents were begged to cooperate so that we could prevent any further violence and save lives, especially of the young children inside,” the chief said.

On Tuesday night at 9:30 Halifax County 911 Communications received a call related to a shooting at 56 Madison Street.  

Guyant said city officers were on scene within minutes of the call being dispatched.  

Officers learned that an unknown suspect shot into the residence from the front near the curb on Madison Street. It is undetermined whether or not the suspect was in a vehicle. “Information from victims and others provided absolutely no useful information,” he said.

Two people were shot — Quartisha Storey, 36, a resident of 56 Madison — and Synthia Davis,  50, who does not live at the residence. Both victims, Guyant said, were uncooperative to investigators “and provided absolutely no viable information that would assist in locating the suspect in this shooting.”

He said witnesses were combative with law enforcement and due to this behavior the Halifax County Sheriff’s Office was called to assist with scene security while the crime scene was processed.  

“There are many outstanding residents that live in this area of Madison Street between West First and Preston streets,” Guyant said. “However, these events within the past two days all stem from the individuals living at 56 Madison Street. The police department is hopeful that the landlord will consider eviction for these individuals due to the increased amount of violence and incorrigible behavior exhibited.”

He said, “It is an absolute shame that these good residents have to live in fear of the violence that has plagued this section of Madison Street. The police department has stepped up increased patrols and we are working diligently to find a permanent solution to the conditions that are presently ongoing.”

As far as the lack of cooperation, he said, “It is very unfortunate that individuals do not want to cooperate with law enforcement. Their refusal to cooperate is part of why crime is like it is in our city. There is no reason why a victim of a crime would not come forward and provide information that could lead to an arrest.  Furthermore, this information could stop this out-of-control behavior.  The Roanoke Rapids Police Department cannot and will not continue to let the violence plague our city. We will not stop until those who are causing this violence are brought to justice. We want the good people in this city to feel safe.  As far as those who commit crimes, Roanoke Rapids is not the place for you. It's time to take back our city.”
