Weldon police Tuesday charged a Scotland Neck man with possession of heroin after he ran a stop sign in the Scoco Park community.

Phillip Wayne Osborne, 28, also faces a charge of possession of drug paraphernalia.

Chief Mark Macon said Captain James Avens and Officer L. Clanton observed the car run a stop sign.

They found .08 grams of a substance believed to be heroin and syringes. They also allegedly observed track marks on Osborne's arms. The substance was sent to the SBI for analysis.

Macon said police are investigating to determine the source of the heroin, which is believed to have come from Halifax County. It is not clear whether heroin is being sold in Scoco Park or whether Osborne was traveling through there for another reason.

He was jailed on $15,000 bond.
