Shoulders surrenders
Roanoke Rapids police Chief Shane Guyant said 34-year-old Alicia Shoulders surrendered to the department this morning to face a charge of obstruction of justice in the February 27 shooting death of Chesapeake teen Jamari Haskins.
She surrendered around 9 this morning.
Shoulders is the third person to be charged with obstruction in the case after the arrests of Thomas Lee Parham, 30, and Kenneth Amari Adkins, 18, both of Emporia.
The charges against the three reflect they helped clean up the crime scene and gave false statements to officers in the aftermath of the shooting death in the 200 block of Madison Street
Demarcus Tyvon Gilbert, 26, remains in the Halifax County Detention Center without the opportunity for bond as he awaits a March 28 district court date in Halifax to face a first-degree murder charge in the case.
Haskins, 18, was in Roanoke Rapids visiting people and was familiar with people in the 224 Madison residence at the time of the fatal shooting which occurred inside
Officers responded to the area shortly after midnight upon receiving a shooting call at a residence and noticed several individuals including the deceased.
Shoulders received a $50,000 bond and March 28 district court date.
She was not listed as being in custody in the Halifax County Detention Center this afternoon.
Guyant said no additional warrants are outstanding as part of this investigation.
DWI
Captain Scott Hall of the Halifax County Sheriff’s Office reported that on Sunday Deputy J. Snider was patrolling the area of Rhea Smith Road in Roanoke Rapids when he encountered a vehicle whose driver failed to dim headlamps.

Snider identified the driver as Joseph Lamont Hawkins, 37, of Roanoke Rapids.
A concealed handgun was located inside the vehicle. Hawkins was arrested and charged for DWI, felony carry a concealed weapon, fail to dim headlights, and open container.
He remains in the detention center without the opportunity for bond and awaits a March 28 district court date.
