Roanoke Rapids City Attorney Gilbert Chichester said this morning the city is currently waiting on all documents to be signed before releasing terms of the agreement.
Bank of America holds the lien on the building and its approval of the lease was required.
News that Bank of America has approved the lease comes after city council in May struck down a proposal from JP Amusements and voted to continue negotiations with HSV.
The offer JP Amusements planned to put on the table would have put $635,000 in non-refundable money upfront in a two-year lease proposal.
Since the May vote, the city has continued discussing terms and conditions of a new lease with HSV, City Manager Joseph Scherer confirmed earlier this month.
