Roanoke Rapids City Council this evening recognized the retirement of one of its police officers, a milestone by one and the hiring of another.
Between the inside jokes there were moments of seriousness and thanks as the Roanoke Rapids Police Department recognized the retirement of Ozzie Morgan this afternoon.
