The Roanoke Rapids Police Department has new hires and promotions, according to Chief Shane Guyant.

Harold Phillips will serve as captain of the Investigations Bureau  

This bureau encompasses the Criminal Investigations Division and the Narcotics Division.  Phillips has 25 years of law enforcement experience. He started his career in 1998 with the Roanoke Rapids Police Department.  He served as a police officer and field training officer.  Phillips has also worked with a few other local agencies, including the Northampton County Sheriff's Office, and Gaston, and the Seaboard police departments.  

Prior to “coming home” to RRPD he was the lieutenant of the Criminal Investigations Division with the Halifax County Sheriff's Office. 

Phillips has climbed the ranks through several varied assignments throughout his career including criminal investigations, narcotics investigations, school resource officer, patrol supervisor, patrol commander, canine handler, deputy, and police officer.  

He has his Advanced Law Enforcement Certificate and has completed thousands of hours of training. “Captain Phillips is a welcomed addition to our team.  He is a family man with very strong ties to Roanoke Rapids.”

Nielsen

Officer Isaac Nielsen completed field training and was officially assigned to patrol Wednesday.  “Due to Officer Nielsen's extraordinary performance, he was released early from field training,” Guyant said. “We credit his excellent performance to his previous law enforcement experience.”  Officer Nielsen came to RRPD from the Hurricane, Utah Police Department where he served as a police officer for five years. “Officer Nielsen is first a family man, and we admire this the most about him.”

 Nielsen is also a Marine serving from 2012-2016. Nielsen was deployed and experienced combat in both Iraq and Afghanistan. “Not only is Officer Nielsen a wonderful addition to our team, but he is a true American hero.”

Worrell

Morgan Worrell was promoted to lieutenant of the Investigations Bureau.  

She will be responsible for the day-to-day administrative performances of both the Criminal Investigations Division and the Narcotics Division. 

 

Worrell was born and raised in the Roanoke Valley area. She is a 2014 alumna from Ferrum College in Ferrum, Virginia where she graduated with a bachelor's degree in criminal justice.  

Worrell began her career in 2014 as a probation/parole officer with the then-named NC Department of Public Safety.  

In 2017 Worrell came to work with RRPD and has risen quickly through the ranks. “This rise is mainly due to her work ethic, intelligence, and tenacity towards the job. Lieutenant Worrell is also dedicated to family which is a value that this department holds in extreme regards,” Guyant said. “We are excited about Lieutenant Worrell's new role and are sure she will continue to be highly successful.”
