The Halifax County Sheriff’s Office reported the following, according to Major Anzell Harris:
Sunday after midnight Deputy K. Tillery was patrolling the area of Highway 158 when he observed the driver of a vehicle later identified as Felix Rudolph Bynum failing to maintain lane control.
As Tillery followed the vehicle, he observed the driver continue to swerve and made a stop in the area of Smith Church Road.
The vehicle was occupied by Bynum, a man identified as James A. Risper, 44, an additional adult passenger, and two juveniles.
The odor of alcohol was detected and probable cause was found to search the vehicle.

Risper, of Roanoke Rapids, was searched and crack cocaine was found. A bag containing a white powdery substance was found on the ground at the passenger door.
Risper was charged with possession of a schedule II controlled substance. He received a $1,500 bond and January 23 district court date.
Meanwhile, Tillery turned Bynum over to the North Carolina State Highway Patrol and Trooper C.R. Hogg charged him with DWI, two counts of misdemeanor child abuse, open container of alcohol, reckless driving to endanger, fail to secure passenger under 16, overloaded/overcrowded vehicle and fail to maintain lane control.
Bynum has a February 10 district court date on Hogg’s charges.

Cocaine at detention center
On Sunday shortly after midnight the Roanoke Rapids Police Department, according to detention center records, arrested Jonathan Pilgrim, 38, for assault on a female and domestic violence.
While searching Pilgrim upon intake into the jail, detention officers R. Ward and J. Barnes located cocaine in his possession.

Corporal R. Chin responded to the detention Center and charged Pilgrim with possession of a controlled substance in a jail/prison.
Pilgrim was jailed without the opportunity for bond.
He has a January 23 district court date on the HCSO charge and a January 17 district court date on the RRPD charges.
