Child care center hours on planning board agenda

The Roanoke Rapids Planning Board Thursday will consider a conditional use permit application for a child care facility wanting to change its hours of operation.

The meeting will be held at 5:30 p.m. in the Lloyd Andrews City Meeting Hall on Jackson Street.

At issue is the application of A-Z Children's Enrichment Academy which seeks to extend its operating hours on Monday through Friday from 6 a.m. to midnight and on Saturday from 7 a.m. to 8 p.m.

The facility is located at 310 Charlotte Street and currently has a total of 59 students. The property is zoned single-family residential and a child care facility is permitted with a conditional use permit.

Such facilities are regulated by the state Division of Child Development and Early Education, according to information contained in the agenda packet.

In October of 2010 city council approved a child care facility at the location with the following stipulations:

• That it be developed with the site layout plan prepared by Jacqueline Bennett.

• Additional construction and building plans be submitted.

• The facility keep all licenses and requirements of the state.

• The facility operate only during the hours of 7 a.m. to 7 p.m.

“After a complete review of the information submitted to date by the applicant, it is the planning staff's opinion that the request satisfactorily meets the requirements of … the Land Use Ordinance,” Planning and Development Director Kelly Lasky wrote.

In correspondence with the city, Bennett, one of the directors of the facility, wrote on the reason for the request for extended hours. “ … This schedule has caused a major impact upon our business. We have lost a large number of students and parents because of their work schedules that extend beyond our current hours of operation. This matter is causing a strain on the parents due to them not having any other means of child care that will accommodate with their work schedules.”

Following planning board consideration, the matter will be considered by city council.
