Emma Blackwell, a Roanoke Rapids High School graduate who has just completed her first semester at the University of North Carolina in Chapel Hill, was honored by city council with a proclamation this evening, marking her milestone of receiving a prestigious scholarship earlier this year.
Emma Blackwell's road to a $100,000 scholarship through Buick and the General Motors Foundation was paved through a love of learning and dedication to academics as early as when she was 3-years-old and joined her brother in his homeschool kindergarten lessons.
