Wiggins and Baggett shake hands.

Roanoke Rapids City Council Tuesday recognized the service of police Captain Jeff Baggett following his retirement the first of the month.

Chief Lawrence Wiggins, after approval by the council, awarded the 24-year law enforcement veteran and seven-year military veteran with his service weapon, badge, and a plaque from the city.

“In my time being here, he has provided some wise counsel,” Wiggins said. “He has pulled me by the coattails when he thought that maybe I should reconsider something and I welcomed it. It was wise counsel, and I truly appreciate his time serving at the police department.”

Baggett said, “I’ve always been lucky and surrounded by good people. It’s been an honor.”

Mayor Emery Doughtie said he came to Baggett several times for advice. “You were a good listener. When you had something to say, you said it and you, so to speak, took it under advisement. I just appreciate your contribution to the community and to the police department.”

Councilman Andy Jackson, a former officer, recalled working with Baggett during a particularly tense situation. “I want to personally thank Captain Baggett. One night he and I were on foot patrol downtown on Madison Street.”

They spotted a wanted person who ran from them. Jackson gave chase and the man entered a mill house in the area. “We got him trapped on the side porch.”

However, Jackson said he heard a voice saying, “‘Stop or I’ll shoot.’”

It was Baggett issuing the command and covering the suspect who was standing behind Jackson with a baseball bat, getting ready to hit him, the councilman said. “I’ve always credited Jeff for saving my life.”
