The Roanoke Rapids Police Department and the Halifax County Sheriff’s Office have filed charges against a man who allegedly assaulted a woman, court records show.

The RRPD charged Christopher Justin Whitley, 39, of Roanoke Rapids, with felonious restraint, assault by strangulation, and misdemeanor assault inflicting serious injury. 

According to the warrant, the offenses occurred on Saturday.

The HCSO charged him with second-degree kidnapping and felony assault inflicting serious injury. Warrants state the date of those offenses was Sunday.

Halifax County Detention Center records show that Whitley was admitted around 1 a.m. Wednesday and is being held without bail. He has a district court date scheduled for July 22.

The RRPD warrant alleges that Whitley restrained the victim in a vehicle and transported her to another location without her consent. The warrant further alleges that the victim was strangled, sustaining bruises on the sides of her neck, and was also struck. She sustained bruising around her face, torso, and extremities, as well as lacerations to the back of her head that required medical treatment.

The HCSO warrant for second-degree kidnapping alleges that the victim was moved from one place to another “for the purpose of terrorizing” her. The sheriff’s office warrant for assault inflicting serious bodily injury alleges the victim lost consciousness from being struck in the head and face, leaving lacerations and bruises across her body.
