Lynch will replace Charles Graham, who retired June 30.
Appointed by the county commissioners, Lynch will be tasked with overseeing property assessments and valuations.
Lynch began his career with Halifax County as a part-time contract employee in the tax department. When his contract ended he went to Northampton County, where he has spent the last 13 years as a tax appraiser in its tax department.
A graduate of Northwest Halifax High School and a Roanoke Rapids resident, Lynch is a certified real and personal property appraiser with the North Carolina Department of Revenue.
He is also a certified North Carolina appraiser by the North Carolina Association of Assessing Officers. Lynch is scheduled to begin his employment with the county on August 17.
