Incumbent Scotland Neck Mayor James Mills, who will be served an arrest warrant for failure to appear in court, was declared the winner in last Tuesday’s special election.
On the day after votes are canvassed in the Scotland Neck election, the town’s current mayor, James E. Mills Sr., will be served an order for arrest Wednesday for failure to appear in court for a 2009 driving while license revoked charge.
