In a statement, Hasty said around 9 p.m. Lieutenant Jeff Baggett responded to the area of Church and Carter streets where a group of people were standing around a car.
While speaking with the group, he came in contact with Washington and reportedly found marijuana and paraphernalia on him.
Baggett charged Washington with possession with intent to sell and deliver marijuana, possession of marijuana and possession of drug paraphernalia.
He was given a $6,000 bond and February 13 court date.
