The following is the list of local appropriations state Representative Rodney D. Pierce requested in the state’s budget for this fiscal year:

Halifax Community College ($250,000 – Halifax County)

To aid in the acquisition of equipment for its newly established Heavy Equipment Operator Training Program. This program prepares residents of Halifax and Northampton counties for high-demand, family-sustaining careers in construction, infrastructure, transportation, agriculture, and site development.

The program will provide industry-recognized training, hands-on equipment operation, safety certifications, and workforce readiness skills that align with regional employer needs and North Carolina's growing construction and infrastructure sectors. Community colleges across North Carolina have launched similar programs in response to significant workforce demand for skilled heavy equipment operators.

Vance-Granville Community College ($250,000 – Warren County)

To facilitate access to its Transportation Training Hub from adjacent Manson Axtell Road at the Triangle North Warren industrial site. VGCC has a satellite campus in Warren County. The hub will support the region’s growing advanced manufacturing, technical trades, supply chain/logistics, business, and transportation industries, strengthen workforce development pipeline and support recent Propel NC priorities to better align community college training with local economic drivers.

Haliwa-Saponi Indian Tribe Multipurpose Building Rehabilitation & Expansion ($275,000 – Warren County)

Funding will support the rehabilitation and expansion of an existing multipurpose community facility operated by the Haliwa-Saponi Indian Tribe. The building currently serves as a hub for youth programming, including a Boys and Girls Club, senior exercise space, cultural activities, monthly tribal community meetings, summer camps, and cultural education classes.

The project will expand and modernize the facility to better accommodate growing program demand, improve safety and accessibility, and fully leverage existing federal investment in the site. Completion of the expansion will help avoid incomplete infrastructure and

maximize long-term public benefit. In addition, the upgraded facility will serve as an

emergency shelter during natural disasters, strengthening community resilience and regional emergency preparedness.

The Town of Enfield ($280,000 – Halifax County)

To support upgrades to the Town of Enfield’s four wastewater lift stations that serve

residential and commercial customers. The project will improve system reliability, reduce the risk of service disruptions and sanitary sewer overflows, and help ensure the continued safe and efficient collection and conveyance of wastewater throughout the community.

The Town of Rich Square ($100,000 – Northampton County)

To support repairs to deteriorating pavement, unstable street shoulders, and associated drainage issues on Majette Street and Smallwood Street in the Town of Rich Square. The project will improve roadway safety, stabilize failing infrastructure, and address stormwater impacts that are contributing to ongoing street damage, ensuring safer and more reliable travel for residents and service providers.

The City of Roanoke Rapids ($500,000 – Halifax County)

To support the replacement of the city-owned bridge providing the sole public access to the Chaloner Recreation Center in Roanoke Rapids. The existing structure has failed recent inspections and is at risk of closure by state and federal authorities. Replacement of the bridge is critical to maintaining safe public access to recreational facilities, preserving community programming, and ensuring continued use of a key local asset.

Halifax County Emergency Medical Services ($350,000 – Halifax County)

To support the purchase and outfitting of a new ambulance for Halifax County EMS. The new vehicle will replace aging equipment, improve reliability and response capabilities, enhance patient care during transport, and help ensure continued access to emergency medical services for residents throughout the county.

The Town of Gaston ($170,000 – Northampton County)

To support the purchase of a dump truck ($110,000) for the Town of Gaston Public Works Department. The vehicle will enhance the town’s ability to perform routine maintenance,

respond to storm-related needs, improve operational efficiency, and support essential public infrastructure services.

To support the purchase and installation of handicapped-accessible playground

equipment ($60,000) to create a more inclusive recreational environment for children of all abilities. The project will expand access to outdoor recreation, promote community engagement, and enhance quality of life for residents and visitors.

The Town of Scotland Neck ($125,000 – Halifax County)

To support the replacement of a brush rotor in the municipality’s wastewater treatment system oxidation ditch. The project will improve treatment efficiency, maintain regulatory compliance, protect water quality, and ensure reliable wastewater service for residents, businesses, and future community growth.

The Drewry Volunteer Fire Department ($100,000 of the requested $200,000 was received – Warren County)

To fund the purchase of a new fire truck to complement its recently ordered water tanker. The additional apparatus will strengthen emergency response capacity, improve fire suppression capabilities, and enhance public safety coverage for the community and surrounding rural areas served by the department.
