A man awaiting a court hearing for a July shooting on Carter Street was charged with heroin trafficking counts following a motor vehicle stop outside Roanoke Rapids this afternoon.

A female companion with Kevin Lee-Andre Davis was also charged, according to the Halifax County Sheriff's Office.

The arrests of Davis and Stacey Carpenter, both 27 and both from Roanoke Rapids, occurred shortly after 3 p.m. on Highway 158.

The stop, for a motor vehicle violation, led to the seizure of more than 15 grams of heroin, as well as drug paraphernalia, Sheriff Wes Tripp said.

Just before the stop, Captain Anzell Harris of the sheriff's office noticed a violation in the vehicle in front of him, Tripp said. As Harris was talking to the driver, Davis, he reportedly could smell marijuana coming from inside the vehicle.

Items seized.

Lieutenant H.G. Phillips and his dog Josh and Agents D.R. Radford and D.C. Dickens assisted. Josh made several positive alerts on the vehicle, resulting in the seizure of 15.56 grams of heroin. Paraphernalia consisting of a digital scale and Cigarillos was seized as well.

Davis was given a $200,000 secured bond for the charges of trafficking heroin and possession with intent to manufacture, sell and deliver heroin, Carpenter was given an $80,000 secured bond for the same charges. They were assigned February 25 court dates.

Trooper D.P. Efird of the state Highway Patrol issued Davis a uniform citation for no operator license.

Tripp said he was not aware of any previous dealings with the pair as far as drugs.

Investigator Bobby Martin of the Roanoke Rapids Police Department said that agency has dealt with Carpenter on drug matters in the past.

She has court dates in Halifax this month and March for felony larceny counts.

Davis is scheduled to appear in court on January 26 on a charge of assault with a deadly weapon with intent to kill inflicting serious injury.

That charge stems from a July shooting on Carter Street where the victim was shot multiple times in the upper body and lower extremities with a handgun.

Tripp said he was pleased with the way the arrest was carried out. “They're on top of their game,” he said of the agents. “Josh is a positive tool and one of the many the sheriff's office has.”
