Roanoke Rapids police Chief Bobby Martin reported on Thursday shortly before 10 p.m. Officer J. Melvin was conducting traffic enforcement in the area of Hinson and South Monroe streets when he observed the driver of a vehicle coming towards him at a rate appearing faster than the posted limit.
